Water could be seen going all the way up to the wheel wells on some cars.

Firefighters had to rescue someone trapped by the rising waters. The rescue crews actually had to use a boat to get to the victim.

Manchester's police and fire departments worked to pump out flooded basements.

The firefighters' exercise room was full of water and officers say a number of vehicles including motorcycles were damaged inside police headquarters.

Across the city, drivers attempted to ford the flooded roads and people waded along sidewalks that had ankle to calf deep water.

City works said the relentless rainfall was just too much for the city’s storm drains.

Emergency officials said that people shouldn’t take chances and avoid trying to cross the flooded roads.
